Maceda sworn in as Vice President for RDE, Lorenzana assumes Director role at RDMD

Bicol University — Dr.  Lany L. Maceda, previously the Director for Research Development Management Division (RDMD) has been named the Vice President for Research Development and Extension (RDE) of Bicol University, effective March 13, 2024.

Also, during the recent appointment of VP for RDE, the office of the President hereby designated Prof. Elmer A. Lorenzana as the new RDMD Director, effective the same date.

Dr. Lany L. Maceda:  A Leader Shaping the Future Of Research And Development

In accordance with Administrative Order No. 200, series of 2024, Dr. Lany L. Maceda has been appointed as the new Vice-President for Research, Development, and Extension. In this role, Dr. Maceda will take charge of the overall administration and supervision of the university’s research, development and extension undertakings and shall put in place all essential elements to achieve the University’s aim of becoming SUC Level V in accordance with DBM/CHED Joint Circular No. 1, s. 2016 and the specific targets for school year 2023-2024. 

Dr. Maceda emerges from a humble figure in Bicol University with a decade-long commitment to administrative roles; from being a College Extension Coordinator of College of Science in 2009-2010, Assistant to the Vice-President for Administration in 2012 – 2014, progressed to roles such as Department Chair and University Registrar in 2013-2023, and her recent service as the RDMD Director in June 2023 – March 2024

These deep-seated commitments of Maceda made her an ideal leader to carry out the research and extension functions of the University.

Tracing Maceda’s Academic Journey

Maceda earned her Doctorate in Information Technology from University of the Cordilleras, Baguio City, Philippines, in 2020. She is currently a Faculty member of the Department Computer Science and Information Technology, holding an academic rank of Professor III at Bicol University. Her scholarly endeavors are dedicated to actively promote data- driven policy-making through her research papers published in reputable international journals and conferences with her research that span various facets on Machine Learning particularly on Natural Language Processing, Data Analytics, Data Mining and Software Engineering.

Behind Dr. Maceda’s academic journey lies a dedication to research and development, as she contributed to the university by writing research papers, mostly bridging various topics such as disaster risk reduction, health, digital citizenship, and many more – resonating across various disciplines. With these initiatives, she was recognized with University Achievement Award and other reputable journal and award-giving body. 

As she continues to chart new frontiers in research, development, and extension, her journey mirrors with visionary zeal towards shaping the university’s research and extension towards university for humanity and society at large.

Dr. Elmer A. Lorenzana: Another Leader Championing Research, Development, And Community Empowerment

In view of the designation of Dr. Lany L. Maceda as the new VP for RDE, Administrative Order No. 199, series of 2024 appointed Dr. Elmer A. Lorenzana as the new RDMD Director who will ensure the efficiency and effectiveness and responsive delivery of services along research and development undertakings of the university. 

In the same memorandum, Lorenzana has also been appointed as the Director of Commission on Higher Education (CHED), Higher Education Regional Research Center and Director of Center for Policy Studies and Development .

With a dynamic career spanning research, education, and community development, Lorenzana has become an important member of the university as he spent his academic undertakings primarily in research and community service.

Donning multiple hats as RDMD Director and concurrent CPSD Director he is no stranger to the tangled interplay between academic and research initiatives that brought real solutions to actual community problems and concerns.

Lorenzana holds the academic rank of Associate Professor III at Bicol University College of Business Economics & Management. Prior to joining Bicol University, he spent a decade at the Don Bosco Agro-Mechanical Technology Center in Legazpi City, initially as a Project Officer and later as an Assistant Training Director. 

He earned a Doctor of Philosophy in Agricultural Economics from the University of the Philippines Los Baños, Laguna, a Master’s degree in Management from Bicol University Graduate School, and a Certificate in College Teaching from Bicol University College of Education. He holds a Bachelor of Science in Political Economy from the Polytechnic University of the Philippines, Sta. Mesa, Manila, and is a licensed secondary teacher specializing in social studies. These are enough testaments that exemplify his commitment to empowering communities through education and skill development.

Engaging actively in various research and extension projects, his focus areas include disaster resilience, the sustainability of micro-entrepreneurs, and cooperative development. He remains deeply involved in various cooperatives, presently serving as a Board of Director at the Entrepreneurship Alumni Development Cooperative, and holding the position of Vice Chairman at the Camote Creation Cooperatives; Board of Trustee of Don Bosco Agro-Mechanical Technology Center; and Board of Director of Asia Pacific Alliance for Disaster Management – Philippines.

With the collaborative efforts of Dr. Lany L. Maceda, Dr. Elmer A. Lorenzana as the newly-appointed RDE Leaders, with the help of other Directors, the Office of the Vice President for Research, Development, and Extension will continue to lead Bicol University in advancing research, development, and community extension.  Together, they will harness the dynamic fusion of knowledge and community and reaffirm our institution’s status as a true university for humanity.
