HISTORICAL BACKGROUND
OVPRDE
Bicol University, a premier state University in the Bicol Region, is mandated to perform instruction, research, extension, and production functions. In response to these mandates Bicol University created two separate offices in 1977. BU Research and Statistics Center (BURSC) and the BU Extension Service Center (BUESC). The BURSC is solely responsible for facilitating an efficient research system for the university. These include initiating, undertaking, coordinating, and integrating the University’s research efforts anchored to the national and regional development goals. Meanwhile, the BUESC was once known as the “social service station” of the university and has five major roles specific to public information, training for non-degree requirements, specialist support, action cum research, and extension. BUESC connects students, university faculty, and administrative staff to the community through various out-of-school activities that are responsive to the region’s needs.
BUESC played a significant role in agricultural development through its radio program “University of the Air” and materialized projects like the Bicol Integrated Rural Development (BIRD) Project to improve rural socio-economic conditions. It also developed extension programs covering Albay, Masbate, and Sorsogon, such as MSTAP, BIDANI, CAPE, and LEAL. During the late 1990s and beyond, BUESC embraced a multidisciplinary approach, forming partnerships with national and international organizations for disaster education, peacebuilding, and sustainable development. Notable projects included Conservation Farming Villages, V-Dawn, and the Bicol University Integrated Program for Sustainable Development.
