Ethics Review Board
The RDE Ethics Committee (REC) shall comprise medical, scientific, and nonscientific members responsible for ensuring the validity and protection of the rights, safety, and well-being of human subjects involved in a trial or any RDE undertaking. Its members are appointed by the head of the institution and recognized or registered to review protocols involving human participants. The REC shall be responsible for the following:
- University, the Academic Council, the concerned authorities and researchers on all matters about ethics for RDE, teaching, and other academic activities;
- Evaluate how the RDE will be conducted to ensure the safety, welfare, and dignity of participants;
- Assess and approve scientific merit of protocols and other relevant documents, and monitor the implementation of protocols which it has approved, which include, among others, site visits;
- Review all matters related to ethical issues, including but not limited to authorship credit, intellectual property rights, treatment of human participants, use of toxic or dangerous substances, bias in language and writing of proposals and reports, use and misuse of expertise, conflict of interest, confidentiality, publication process, refereeing process, RDE planning, implementation and dissemination; and other deviations from the ethical standards on RDE;
- Confirm to external parties on behalf of the University compliance with ethical standards in respect of RDE projects undertaken by the University personnel, and advise concerned authorities on any policies that may be required concerning accepting funds from particular sponsors of RDE;
- Act as an investigative/consultative body for any disputed matter concerning RDE ethics and conduct and make recommendations on the action, if any, to be taken as a result of the investigations;
- Prepare, revise, and adhere to a manual of standard operating procedures on ethics in RDE;
- Maintain files according to its SOPs (active files, archived files, membership, and training files; meeting files) and relevant references for its work; and
- Submit to audit/visits by regulatory authorities
Animal Care and Use Committee
The BU Animal Care and Use Committee (BU-ACUC) shall be primarily responsible for ensuring the care and use of animals in RDE and teaching and the institution’s adherence to relevant laws and policies involving animals. It shall be responsible for the following:
- Review, evaluate, and make recommendations to the concerned authorities on any aspect of the program on the human care and use of animals, facilities, personnel training, and other concerns involving the care and use of animals at the institution;
- Inspect the facilities for the humane care and use of animals using the standard operating procedures (SOP) as a basis for evaluation;
- Prepare reports of the ACUC evaluations and submit the reports to the concerned authorities;
- Make recommendations to the concerned authorities on any aspect of the animal program, facilities, or personnel training;
- Review and approve, require modifications in, or withhold approval of components of animal care and use activities and of proposed significant changes regarding the use of animals in ongoing activities;
- Conduct corrective action for activities involving animals following existing relevant laws and policies.
