About Us
Bicol University, the premier state university in the Bicol Region, is mandated to perform instruction, research, and extension functions. The BU Research and Statistics Center (BURSC) and the BU Extension Service Center (BUESC) were created as separate offices in 1977 to operationalize their research and extension functions. BURSC was mandated to initiate, undertake, coordinate, and integrate the research efforts of the university to the national and regional development goals. The research thrusts of Bicol University are focused on the priority commodities/areas set by the national and regional research agencies and those of the university.
In 2002, BURSC was renamed BU Research and Development Center (BURDC) by BOR Resolution No. 30, series of 2002, to emphasize the important roles and contributions of BU to regional and national development through cutting-edge, innovative, and responsive research. In 2016, the research and extension centers were institutionalized into one office, the Office of the VP for Research Development and Extension (OVPRDE), restructuring the entire university RDE management system through the Revised Bicol University Code. The revised BU code also created the Research and Development Management Division (RDMD), along with the Extension Management Division (EMD), Publication and Knowledge Management Division (PKMD), and the Intellectual Property Management Division (IPMD), which support the overall operation and management of the OVPRDE. Different discipline-based research centers (DBRCs) were also created and tasked with undertaking research and development, training, and extension functions.
The BU RDE system evolved to strike a balance between quality and excellence, relevance and responsiveness, and efficiency and effectiveness, inspired by the University’s globalization initiatives. Consistent with the vision of a university for humanity, it addresses local, national, and international concerns, thrusts, and priorities.
Functions
Research is one of an academic institution’s four fundamental functions. It plays an essential role in the growth and development of higher education institutions, serving as a cornerstone for innovation, excellence, and societal impact. It involves creating new knowledge and applying it innovatively to generate new concepts, methodologies, and understanding (Western Sydney University, 2024).
In the context of the rapidly evolving global landscape, universities assume a pivotal role as centers of learning and as catalysts for sustainable development, community empowerment, and innovation. Research constitutes the foundation of Bicol University’s commitment to these principles. It represents a dynamic and purposeful endeavor, as delineated in the BU Code of 2016 (BOR Resolution No. 130 s. of 2016), which aims to address real-world challenges, enhance instructional quality, and contribute to both regional and national development. Bicol University leverages the potential of research to foster a more sustainable, inclusive, and innovative future for the Bicol region and beyond.
Guided by a strong mandate to address pressing societal challenges, the University, through its Research and Development Management Division (RDMD), champions a research culture that empowers faculty, staff, and students, prioritizes sustainability, fosters active community engagement, and drives meaningful investigation across diverse fields. From developing eco-friendly technologies to empowering local communities through research, Bicol University positions itself as a leader in producing knowledge that is not only academically sound but also socially relevant and impactful.
The Research and Development Management Division (RDMD) serves as the central research and development arm of Bicol University, playing a vital role in fostering a culture of innovation and scholarly inquiry across the institution. The RDMD leads in preparing a comprehensive and integrated R&D plan, ensuring alignment with the strategic goals of the University and its external partners.
The division initiates research programs to promote a dynamic research environment that engages various colleges, units, and the specialized Development-Based Research Centers (DBRCs). It also establishes a Technical Panel of Experts (TPEs) tasked with evaluating research, development, and extension (RDE) proposals to ensure their quality. This panel helps create a sound system for managing and assessing project submissions.
The RDMD also oversees the allocation and release of funds for approved R&D undertakings, ensuring that resources are efficiently distributed to support innovation and discovery. To continually strengthen research capabilities, the division conducts in-service training, workshops, conferences, and consultations aimed at enhancing research processes, methodologies, and outcomes.
RDMD coordinates and monitors ongoing and completed research projects across the University’s colleges and DBRCs. It acts as a central repository and databank for all faculty and staff research activities, facilitating access to valuable information and promoting collaboration. Further, it is responsive to the needs of the University by performing other duties assigned by higher authorities, maintaining its integral role in advancing BU’s research agenda and institutional development.
The RDMD Director. The day-to-day operation of the RDMD is the responsibility of the Director appointed by the University President, subject to existing rules and regulations. The RDMD Director formulates a comprehensive and integrated research and development plan based on the priorities identified by national/regional agencies and by Bicol University; establish linkages with the public and private sectors or entities for continuity, consistency, and concrete assistance of research on various commodities and disciplines; recommends viable staff development programs (degree or non-degree), both foreign and local, that would enhance the research capability of the University; and coordinate closely with concerned colleges/units of the University to ensure synergy in RDE implementation and act as ex-officio co-chairperson of the University Research and Extension Council (UREC).
The Technical Panel of Experts (TPEs), composed of a minimum of three members/experts whose membership depends on the disciplinal coverage of the proposal tasked to ensure the quality and relevance of the proposed RDE undertaking based on an established set of criteria. They shall be randomly drawn from the qualified list of evaluators prepared by the OVPRDE within and outside Bicol University. A Memorandum designating the experts in a TPE to review the proposal with the corresponding set of criteria and usual monitoring and confidentiality safeguards will be issued. An honorarium shall be provided for each proposal reviewed by a reviewer.
As members, they shall evaluate whether the RDE design is appropriate to answer the RDE problems/objectives, and decide on the cost-effectiveness of the financial requirement of the RDE undertaking vis-à-vis the proposed RDE design; and rate and endorse the RDE proposal through the OVPRDE for approval by the University President.
The College RDE Coordinators. A College RDE Coordinator can either be a Research (CRC) or Extension (CEC) coordinator designated in a college/unit by the University President upon the recommendation of the Dean/Director, endorsed through the OVPRDE by the RDMD or EMD Director, respectively. CRC shall coordinate with the CEC of the college/unit in formulating and implementing appropriate strategies to effectively disseminate RDE outputs to end-users and utilize them to inform or improve the functions of the University, along with instruction and production. They also assist the chairperson of the Instructional Department in the conduct and evaluation of student RDE activities; act as the college’s Intellectual Property (IP) focal person who also serve as a representative of the college/unit to RDMD or EMD; and prepare and submit to the Dean and the RDE Directors the reports of the college that the University and other agencies may require, and perform related duties and functions that higher authorities may assign.

Sections
Technical and Ethics Review Department
The primary implementing unit in coordinating and processing RD proposals endorsed or forwarded to the RDMD. As such, RDMD-TERD shall coordinate with the DBRCs for their involvement in proposal processing under their disciplinary coverage. RDMDTERD shall perform both technical and ethical reviews; hence, technical working groups are involved, namely the RDE Ethics Committee (REC), the Animal Care and Use Committee (BU-ACUC), the Technical Panel of Experts (TPEs), and other special committees designed for the purpose.
Data Banking Department
Tasked to spearhead the development, maintenance, and updating of the database system for all RD engagements, from the conceptualization of proposals to its implementation and completion. They will serve as repositories of information to generate the reports and documentation needed by the University. EMD-DDB shall serve as a coordinating body in disseminating the transfer of technology, innovation, or information generated by Higher Education Institutions through various forms of media.
Monitoring Department
In charge of documenting approved RD undertakings, primarily the internally funded, from the issuance of appointments to the regular monitoring of their progress while ongoing, to ensure timely and quality execution of all RD engagements. This department is tasked to assist implementers in addressing urgent concerns, including those needing to extend the duration of their RD undertaking or those subject to termination/suspension/deferment.
Planning and Procurement Department
Oversees the planning, procurement monitoring, and fund utilization of the RDMD while performing other research-related administrative functions. They shall also facilitate the procurement of materials, equipment, and services needed for RD undertaking while ensuring compliance with procurement regulations and monitoring financial performance throughout the year.
Special and External Grants Department
Manages and oversees all special and externally funded RD engagements from its conception, implementation, monitoring, and completion to meet the University’s targets. They shall coordinate closely with the other departments to achieve needed targets and deliverables.
Training and Technical Support Services Department
Tasked to conduct in-service training, meetings, seminar-workshops, conferences, consultations, dialogues, and the like aimed at improving the RDE24 system and procedures and assisting RD implementers from ideation of proposals, its implementation, to its completion.

Programs and Projects
Research Proposal Writeshop – intends to provide the opportunity for faculty researchers to write a full-blown research proposal intended for BU funding.
Call for Proposals – a regular call for proposals intended for BU funding. All RDE proposals shall be reviewed by the College Coordinators for their completeness based on the required substance and format, which will be endorsed to the RDMD for further review, endorsement, and approval of the University President.
En Banc Review of Submitted Proposals – Provide a venue for the technical panel of experts of RDMD, Centers, and from other colleges or institutions to summarily review pipelined proposals, and process the proposals submitted by faculty for colleges and OVPRDE compliant with the existing policy, and address the emergent concerns of the RDMD.
Inception Meeting – consultation dialogue aimed at improving R&D systems and procedures to ensure a more efficient implementation and monitoring of research in the University before the commencement of the programs/projects.
Project Leaders Meeting – an interactive platform for researchers to showcase their progress, compare it against established goals, and receive immediate feedback from the Research and Development Management Division (RDMD). This allows for clarification, discussion of challenges, and the generation of solutions through input from RDMD technical staff and external evaluators. This collaborative approach helps identify potential issues and ensure research deliverables and timelines remain on track.
Research Monitoring of ongoing and completed research of the DBRCs and colleges/units of the University
Ideation and Conceptualization Meeting for RD External Grant Support – provide an opportunity for faculty researchers to write a full-blown research proposal for external funding. Assists faculty members who have ready concept notes for externally funded research engagements and identifies potential research collaborations with other institutions/agencies.
In-house Review of Completed Research – serves as a platform to assess the quality of research outputs by Bicol University faculty members and to provide valuable feedback to enhance publication writing, external presentations, and other research endeavors.
Research Protocol Preparation – is an academic institution-based ethics review board that upholds the highest standards of ethical conduct in research involving human participants, animals, and the environment.
Strategic Planning Workshop – aims to provide a structured approach to setting targets, strengthening collaborations, and improving the efficiency of project implementation. Through this initiative, faculty members, research coordinators, and extension practitioners will have a clear framework for executing their projects, ensuring alignment with institutional mandates and national development goals.
University Research and Extension Council (UREC) Meeting – intends to provide periodic opportunities for UREC members to meet every quarter to deliberate strategic directions, policy interventions, and other concerns related to RD&E. This is attended by the Vice Presidents, Division Heads, Center Directors, and other concerned personnel of the University to discuss emerging RD&E concerns.
College Research Coordinators (CRC) Meeting – provide periodic opportunities for CRCs to meet every quarter to deliberate strategic directions, policy interventions, and other concerns related to RD&E. It also aims to update the CRCs on research policies, funding opportunities, and interdisciplinary collaborations. Sharing the best practices to strengthen research initiatives and address the challenges of the various colleges is also discussed.
In-Service Training, seminar-workshops, conferences, consultations, dialogues – aimed at improving the RD system and procedures
RDE Sys: Content Management System (RDESys:CMS) – databanking of all RD activities conducted by the different divisions and centers under the OVPRDE.
Proposal Management Information System (ProMIS) – serves as the repository of the submitted research for review, endorsement, and approval.
Key Program Concerns
The RDMD prioritizes the University RDE Undertakings, with the following key programs that operationalize the functions of the Division:
- Conducting Technical and Ethical Reviews of Research. Coordinates with the DBRCs and their involvement in proposal processing under their disciplinary coverage. Performs the technical and ethical reviews of the submitted research proposal with the help of the RDE Ethics Committee (REC), the Animal Care and Use Committee (ACUC), the Technical Panel of Experts (TPE), and other special committees designed for the purpose.
- Data banking. The repository of information, maintenance, and updating of the database of the ongoing and completed research in the University; disseminating the transfer of technology, innovation, and information generation through various media platforms. Reports and documentations are generated as needed by the University.
- Monitoring and Documentation. Documentation of the approved RD undertakings from the issuance of appointments to the regular monitoring of their progress to ensure the timely execution of all RD engagements. It also addresses the urgent concerns and assists the implementers, including those needed to extend the duration of the RD undertaking or those subject to termination, suspension, or deferment.
- Planning and Procurement. oversees the planning, procurement, monitoring, and fund utilization of research-related administrative functions. Facilitates the procurement of materials, equipment, and services needed for the research undertaking while ensuring compliance with procurement regulations and monitoring the financial performance during the year.
- Facilitating Special and External Grants. manages and oversees all special and externally funded RD engagements from conception until completion to meet the University targets. It coordinates closely with the other departments to achieve the needed targets and deliverables.
- Training and Technical Support. Conducts in-service training, meetings, seminar-workshops, conferences, consultations, dialogues, and other research-related undertakings aimed at improving the RDE system and procedures and assisting RD implementers from ideation of proposals until its completion.
