About Us

The BU Center for Technology Commercialization and Enterprise Development (CTCED) established by virtue of BOR Res. No. 35 S. 2014 is responsible for the commercialization of mature technologies through business enterprise development and market promotion. The CTCED takes charge of the various activities in support of the commercialization of BU-generated technologies like actual licensing, assisting in developing start-ups, industry collaboration, advertising, business planning, and marketing. It is under the Office of the Vice President for Research, Development and Extension (OVPRDE) by virtue of AO No. 93 series of 2017. The center is primarily a business incubation facility to facilitate the commercialization and marketing of mature technologies through business enterprise development and market promotion. It also aids BU faculty and student innovators, researchers and creators to access funding assistance to put-up a start-up and spin-off businesses. The center commercializes matured technologies generated from research and creative works of faculty members and students. The center aims to boost the income of the university which can be used to fund various R&D activities while providing additional income to researchers and inventors thru royalty. The center shall also conduct these specific tasks: (a) functions as technology business incubation of educational and research outputs of the students and faculty members; (b) develop business portfolios for generated technologies as a tool for product promotion and commercialization; (c) collaborate with business industries and organizations to be able to promote the mature technologies that can be adopted by the community; (d) access funding assistance to finance the start-up and spin-off of generated technologies; and (e) provide business assistance to prospective entrepreneurs along business enterprise development and management.

Functions

  1. Function as technology business incubation of educational and research outputs of the students and faculty members;
  2. Facilitate the development of tech-briefs and portfolios for generated technologies as a tool for product promotion and/or commercialization;
  3. Collaborate with business industries and organizations to be able to promote knowledge and technologies that the community can adopt;
  4. Access funding assistance to finance the start-up and spin-off of generated technologies;
  5. Provide assistance to technology generators, enterprises, business industries and organizations along technology development, business enterprise, and management through capacity building, promotion and transfer of knowledge and technologies; and
  6. Review and monitor RDE undertakings under the disciplinal coverage of the Center.

Job Descriptions

The description of the position and the assigned personnel are provided below:

 

The Director shall:

  1. Initiate activities on technology business incubation of education and research output of the students and faculty members;
  2. Develop business portfolio for generated technologies as a tool for product promotion and commercialization;
  3. Take the lead in collaborating with business industries and organizations to be able to promote the mature technologies that can be adopted by the community;
  4. Access funding assistance to finance the start-up and spin-off of generated technologies;
  5. Provide business assistance to prospective entrepreneurs along business enterprise development and management;
  6. Coordinate closely with other units and centers in the University for the commercialization of mature technologies;
  7. Closely coordinate with the RDE Divisions and Sections to assist in the attainment of the research and extension targets; and
  8. Perform tasks that may be given by higher authorities.
 

The Associate Director shall:

  1. Monitors performance of the center personnel;
  2. Plan for the activities to be done by the center;
  3. Make proposals of the activities to be done;
  4. Endorses business portfolio;
  5. Responsible for the conduct of seminar, workshop and training for the commercialization of technologies; and
  6. Undertakes the function of the director in his absence.

 

Technical Staff shall:

c.1 Technical Staff 1 (Technology Commercialization Section)

  1. Initiate capacity-building activities related to technology commercialization and enterprise development to faculty, students, and other stakeholders;
  2. Take the lead in the development of business portfolio for generated technologies as a tool for product promotion and commercialization;
  3. Coordinate closely with the Intellectual Property Management Division of the University in assisting the conduct of IP/Technology Valuation;
  4. Take the lead in the preparation of business plan and Feasibility Study;

 

c.2 Technical Staff 2 (Enterprise Development Section)

  1. Initiate activities on technology business incubation of educational and research output of the students, faculty members and other stakeholders;
  2. Take the lead in collaborating with business industries and organizations to be able to promote the mature technologies that can be adopted by the community;
  3. Assist in accessing funding assistance to finance the start-up and spin-off of generated technologies.
  4. Provide business assistance to prospective entrepreneurs along business enterprise development and management.

 

          c.3 Technical Staff 3 (Special Project Section)

  1. Perform the exploration of financing windows thru external funding;
  2. Take the lead in accessing of funding assistance to finance the pre-    commercialization activities of the BU technologies;
  3. Work in the preparation of commercialization proposal;
  4. Serve as liaison officer for the special projects/concerns and initiatives of the Center

 

c.4 Technical Staff 4 (Audit, Dissemination, Monitoring and Evaluation Section)

  1. Conduct technology audit of the completed researches of faculty, students and other personnel;
  2. Take the lead in the production of information dissemination documents related to technology commercialization such as flyer, business portfolio and etc.
  3. Take the lead in the monitoring and evaluation of the R&D technologies of students, faculty and other personnel of the University.
  4. Take the lead in the conduct of technology assessment and triage.

 

The Business Assistant shall:

  1. Assist in the development of business portfolio.
  2. Assist in the exploration of financing windows.
  3. Assist in the conduct of seminars, workshops and trainings.
  4. Assist in the technology audit for commercialization.
  5. Filing papers and documents required for the office.
  6. Keeping files and performs record management.
  7. Reception duties such as attending to client’s immediate needs and queries.
  8. Communicates and updates with clients.
  9. Perform other related tasks assigned from time to time.

 

3.4 The center shall create sections that will perform the various functions as provided in the technical staff tasks to include Technology Commercialization section, Enterprise Development section, Audit, Dissemination, Monitoring and Evaluation section, and Special Project section. Additional sections shall be created if deemed required in the center performance to include additional technical staff required for the sections.

3.5 The center shall assign technical working groups and committees who shall function in the different required processes as steering and ad-hoc committees.

3.6 The center shall commission the services of mentors, advisers and consultants in the conduct of programs and projects requiring their services.

TECHNOLOGY COMMERCIALIZATION 

CTCED shall take the lead in collaborating with business industries and organizations to be able to promote the mature technologies that can be adopted by the industry.

 

ENTERPRISE DEVELOPMENT

CTCED shall facilitate and assist in accessing mentorship and funding assistance  to finance the university based start-up and spin-offs.

 

INCUBATION PROGRAM

CTCED shall initiate activities on technology business incubation of educational and research output of the students, faculty members and other stakeholders. Through SILI-DELI offers high-growth potential start-ups who have qualified as an incubatee in the incubation program access to conditions that promote access to a wide range of services that will facilitate the start-up process leading to market entry through in-house training in technical and management areas of the entrepreneurial venture.

 

COMMUNITY BUILDING

CTCED through SILI-DELI aims to create a dynamic and productive ecosystem where cross-fertilization of technologies thrives, scientific and technological knowledge profitably and socially impact communities, and where entrepreneurship is a viable and attractive career option for Bicolanos by hosting a series of innovation-boosting events such as hackathons, tech pitches, trainings, seminars, networking events, investor panels and the like.

 

MANAGEMENT OF CO-WORKING SPACE and FACILITIES

CTCED oversees the operation of the Grove Co-Working Space located at the Ground Floor Student Union Building. The Grove provides incubatees physical office spaces as well as access to shared facilities.  It functions as a shared study workspace for Bicol University students faculty and personnel, digital nomads, and professionals with hot-desks and conference rooms available for rent by the hour, daily, weekly or monthly.

 

MENTORSHIP PROGRAM

The mentorship is designed to support early-stage and growing enterprises by connecting them with experienced industry professionals, entrepreneurs, and business experts. Through a structured framework, the program offers tailored guidance in areas such as business development, financial planning, marketing strategy, product refinement, and scaling operations.

  •  Shall initiate flagship awareness programs, projects and activities that shall develop aspects of the innovation ecosystem of the university that shall cover ideation, innovation and incubation towards commercialization and enterprise development.
  • Shall come up with regular programs that will generate more consciousness about commercialization and enterprise development in the university.
  • Shall run program from the development of framework, policies and processes and the pipeline of PPA’s for R&DE generated technologies.
  • Shall prepare strategic plans for its operation guided by the University Agenda and themes for Research Development and Extension (RDE) towards growth and sustainability.
  • Shall develop commercialization and enterprise development “tracking and monitoring systems” that will determine the attainment of its Key Performance Indicators (KPI).
  • Shall conduct knowledge and training (K&T) initiatives to address quality and quantity of training required in the RDE unit.
  • Shall source out funds for the incubation programs by linking with potential investors and funding donors; and
  • Shall strategize its linkage and networking initiatives with various industries and company players.
